Sydney Branch Event: Asbestos in Mulch – Back to the Fundamentals
There has been a lot of attention on the issue of asbestos in mulch found in various landscaping projects in Sydney this year. The resulting community outrage provided the EPA with the opportunity to provide parliament with a series of significant reforms to environment protection legislation. A key challenge with the issue was the intersection of multiple regulatory frameworks and the absence of clear guidance.
Our speakers will share their different perspectives with making sense from chaos and developing a risk-based and proportionate response by going back to the fundamentals of sound science, contaminated land practice and agreed standards and processes.

Martin Dwyer is the Engineering Services Functional Area Coordinator and a member of the State Emergency Management Committee. The State’s Emergency Engineering runs out of the NSW Public Works where he leads that team as the Director for Engineering Emergency Management. He’s held this role for a decade. Previously he served in a senior Commonwealth regulatory role.
Linda Apthorpe

As Senior Occupational Hygienist at Hibbs & Associates, Linda provides occupational hygiene consulting, specialised training and laboratory services. She is a Fellow Member of AIOH and Certified Occupational Hygienist, and is also a Lecturer in Occupational Hygiene at the University of Wollongong.
With her strong analytical background in asbestos, dust and silica, she assists AIOH, NATA, PTA and Standards Australia.
Sam Goldsmith
Senior Environmental Scientist
ADE Consulting Group
Sam Goldsmith is a Senior Environmental Scientist with ADE Consulting Group with extensive experience across major infrastructure projects and contaminated site investigations. Sam’s background is strongly grounded in geology and his interests include hydrogeology and risk assessment. Recently he’s been involved in the implementation of the recently released Contaminated Mulch Management Plan for several sites.
Sam is a member of ALGA and IAH (NSW) but also enjoys attending ACLCA, SMEDG and Geohug presentations whenever he can.
