This is an overview, mainly through a contaminated land lens, of the impacts of Cyclone Gabrielle on Hawke’s Bay, focusing on the event itself, the waste generated, the recovery so far and some reflection on the bigger picture.

With severe weather events becoming more common, Sarah and Dave will share their experience, mainly through a contaminated land lens, of the impacts of Cyclone Gabrielle on Hawke’s Bay. They will discuss the event itself, the waste generated, and the recovery so far. They will also provide some bigger picture reflection, touching on some confronting, yet necessary topics such as managed retreat.

Dr Dave Bull,

Dr Dave Bull is a director of HAIL Environmental and holds Certified Environmental Practitioner – Site Contamination specialist certification. He has over 23 years of professional experience, including 18 years in contaminated land consulting in New Zealand and England, and is well known as a technical reviewer and speaker on contaminated land matters. He is currently serving on the Board of the Waste Management Institute New Zealand. Dave is New Zealand’s leading authority on arsenic contamination, and has unhealthy interests in the distribution, speciation, bioavailability and sustainable management of heavy metals generally. His main practice areas are quantitative risk assessment and contaminated land management.


Sarah Newall,

Site Contamination Specialist, Director,

Sarah Newall has been with HAIL Environmental since 2021. She has over 19 years of professional experience, including 15 years in contaminated land consulting across several regions of New Zealand. She is based in her home region of Hawke’s Bay and since February has been working closely with local authorities and private clients dealing with the effects of Cyclone Gabrielle. Key focus areas have been sediment characterisation, receptor site assessment, navigating regulatory requirements and orders in council, and assessing options for sediment disposal and re-use. When not occupied with sediment, Sarah keeps herself busy providing contaminated land advice across a broad range of clients and projects in Hawke’s Bay and beyond.
