Melbourne Branch Event – Soil contamination: Balancing Risk Management and Resource Conservation

In our pursuit of minimising risk from soil contamination, at the site level, we can sometimes forget to step back and consider the bigger picture and potential impacts of remediation on the local ecosystem. Soil is a precious resource that contains a range of minerals and nutrients that we rely on for survival and for the health of the ecosystems around us. But when it is contaminated, we sometimes treat it automatically as a waste that should be removed. Are there cases where the impact from removing the contaminated soil/sediment causes greater impact to the local ecosystem than onsite retention/management?

This forum will explore:
• Risk assessment and management approaches
• Environmental Audits and soil management
• Regulatory approach and guidance on proportionate controls to mitigate or minimise the risk of harm.

What framework/tools and guidance can be used to support evaluation of remediation options where the act of cleaning up may impact the ecosystem we are trying to protect.

This discussion will be underpinned by several case studies which will demonstrate how risk management and soil/ecosystem conservation can be considered within Victorian guidance and the Environment Protection Act 2017 framework.

Speakers

Dr Hannah Mikkonen

Dr Hannah Mikkonen

Principal Contaminated Land Scientist
EPA Victoria

Dr Hannah Mikkonen is a Principal Contaminated Land Scientist at EPA Victoria, with 16+ years of experience tackling contaminated land and groundwater challenges across the state. With a PhD in Environmental Engineering from RMIT, her expertise spans heavy metal contamination, acid sulphate soils, and groundwater impacts.

Hannah has worked on major infrastructure projects , clean up of abandoned mine sites, environmental audit and remediation sites and is known for blending rigorous soil science with practical, conservation-focused solutions.

An advocate for bridging science and real-world application, she brings sharp insight into balancing remediation with environmental stewardship.

Dr Carolyn Brumley

Dr Carolyn Brumley

Senior Principal Risk Assessor
Senversa

Dr Carolyn Brumley is a senior principal risk assessor at Senversa. She has over 27 years of experience in environmental consulting, regulation and research related to assessing the impacts of chemicals on human health and the environment. She has evaluated risks to human health and the environment associated with soil contamination across a broad range of sites and exposure scenarios, including scenarios not captured by the land use categories in the ASC NEPM.

Carolyn was previously the Deputy Chief Environmental Scientist and Manager of the Environmental Public Health Unit at the Environment Protection Authority (EPA) Victoria and was Acting Chief Environmental Scientist in 2021.

Carolyn is a Fellow of the Australasian College of Toxicology and Risk Assessment (ACTRA) and is a current member of both the NSW and Victorian EPA Contaminated land Auditor appointment panels, as well as the National Advisory Committee on the Environmental Management of Industrial Chemicals.

Kristi Hanson
