Bay of Plenty Branch Event – Interactive RMA Enforcement Event

Under the Resource Management Act 1991 (RMA), local authorities (councils) are responsible for monitoring to ensure activities meet requirements under the RMA, plan rules and resource consents.

This event will present information on how councils must monitor, enforce, and take action against non-compliance with environmental regulations, and will include a presentation from one of Bay of Plenty Regional Council Investigators as well as an interactive session where attendees have the opportunity to work through several different discharge to land scenarios Bay of Plenty Regional Council has faced.

The interactive session will look at how information is received and investigated by councils, with input from council officers, legal experts, and environmental practitioners.

Speakers

Cormac McCarthy

Cormac McCarthy

Senior Compliance Officer
Bay of Plenty Regional Council

After graduating from the University of Otago with a Masters degree in Microbiology, Cormac joined Bay of Plenty Regional Council's Complaint Response Team in 2019. Tasked with investigating calls to BOPRC's pollution hotline, Cormac could find himself on any given day on industrial sites, dairy farms, orchards, earthworks and forestry sites, ports, or out in the community.

After nearly 3 years he made the move to the role of Investigator. Similarly broad in subject matter, this role deals with the most serious environmental offending; investigating and documenting the relevant circumstances to a standard sufficient to withstand the adversarial court process.

Cormac's additional duties now include the provision of training to staff, peer review of enforcement documents, and the application and execution of search warrants and production orders.
